When you empty or delete files from the recycle bin, the data remains on your hard drive. The actually location of the files cannot be determined and the computer won't read them, but the space where they exist remains.
This is only temporary, however. These files can be over-written at any time. It is impossible to judge exactly when but they could potentially be lost forever. This is why you must keep 2 things in mind when you attempt to recover deleted files from the recycle bin.
